Street-legal electric scooter specifications - what they mean

Before you buy, it helps to know what the key specs mean for your ride and for where you are allowed to use it:

• Top speed and motor power (up to 25 km/h, up to 1000 W) - Under Estonia's light electric vehicle (kergliikur) rules, a scooter that is manufacturer-limited to 25 km/h and rated up to 1000 W counts as a light electric vehicle, so no registration, insurance or licence is required. A higher-rated motor gives quicker acceleration and better hill-climbing, but the 25 km/h cap is what keeps the scooter street-legal.
• Lights and reflectors - A road-legal e-scooter needs a white front light, a red rear light and side or wheel reflectors so you stay visible after dark. Built-in lights are more reliable than clip-on ones and one less thing to remember.
• Brakes - Look for dual braking, for example a front electronic or drum brake paired with a rear disc, which stops more reliably in the wet and downhill. The heavier and faster the scooter, the more braking power matters.
• Tyres - Air-filled (pneumatic) tyres absorb bumps and grip better on Estonia's mixed road surfaces; solid tyres never puncture but ride firmer. Wider tyres add comfort and stability, which is worth having on cobbles and broken tarmac.
• Range - The manufacturer figure is measured in ideal conditions. Real-world range is usually about 60-80% of that and depends on rider weight, riding mode, terrain, wind and temperature, so cold Estonian weather will shorten it.
